Eta, sorry, just reread and realised you actually said that 366 was the lowest rank qualified , not offered.
It could be possible that a lower rank was offered a place. Some of the schools here have a clause in their admissions policies saying that priority is given to children receiving Pupil Premium, so if one of those children meets the pass mark, they will be given a place over and above higher scoring children. It's designed to get greater diversity in the schools.
Not sure if Tommies has such a clause, but wouldn't be surprised.
