UCAS opens on the 1st September and many students like to get their applications early. So it does not always mean they are applying for Oxbridge.
So LSE cannot tell if a candidate has applied to Oxbridge or not. DG
Not to mention, one can submit one's application for Oxford / Cambridge alone before 15th October and add any others at one's leisure at any time up to 15th January (or even later, if the university concerned says that it is still giving equal consideration to applicants). So really there is no way any given university can know for sure where else someone has applied to, just going on when it receives their applicstion.
